In 2025, the Foundation for Government Accountability did something experts had spent years calling impossible: We helped rewrite the welfare system for an entire generation. Eight months after voters sent Republicans to Washington, the One Big Beautiful Bill Act—the most significant welfare reform in U.S. history—was signed into law.
That didn’t happen by luck. It took more than a decade of unglamorous, essential work—the research, the relationships with legislators and policymakers at every level of government, the late nights in committee rooms—all building toward a moment we were ready for when it arrived.
After 14 years of earning trust in the states, FGA was ready to win in Washington. Our team shaped national priorities, drafted key provisions, and guided the presidential transition. Today, FGA alumni serve in senior roles in the administration and key federal agencies.
Now the most difficult chapter begins: making sure all 50 states deliver on these reforms. That means activating our network of thousands of legislators and policymakers across the country—people who trust FGA’s research, take our calls, and carry our bills. What Makes FGA Different
Most think tanks publish a paper and hope someone reads it. FGA runs an end-to-end operation under one roof, with research, polling, in-person briefings and education, and relentless follow-through.
We do the research.
Our policy experts produce research that lawmakers can quote on the floor without flinching, because it’s airtight. Many spent years as state legislators or agency directors themselves. They know which evidence moves a vote, and which gathers dust.
We test the message.
We don’t guess at what works. Our pollsters run state and national surveys until we find the framing that wins a supermajority. Work requirements poll at 73 percent support because FGA found the right language and handed policymakers a playbook to use it.
We stay until it passes.
FGA has built direct relationships with thousands of legislators, members of Congress, and policymakers at every level of government. Our government affairs team delivers one-pagers, testifies in committee, and follows up until the vote is called. We don’t leave until the bill becomes law.
