A patchwork of licensing laws and regulations that vary across states lead to one in three Americans needing to receive government permission to work. These permission slips often come with costs in the hundreds of dollars, even for low-income occupations. And since most licensing laws are enforced at the state level, variations across states make it difficult for people in licensed professions to move. For people who have no choice in their relocation, like active-duty military members and their families, these restrictions are devastating.

A Licensing Fee Waiver waives initial licensing fees for military families, young workers, and low-income individuals on both the state and local level. Individuals who are beginning their careers, defending the nation, or working to lift their families out of dependency should not have to pay the government to work.
