Washington, D.C. – Foundation for Government Accountability (FGA) Senior Fellow Sam Adolphsen will testify before the U.S. House of Representatives Committee on Oversight and Government Reform’s Subcommittee on Healthcare, Benefits, and Administrative Rules and Subcommittee on Intergovernmental Affairs tomorrow morning during its hearing entitled “Program integrity for the Supplemental Nutrition Assistance Program.”
Adolphsen perviously served as the Chief Operating Officer of the Maine Department of Health and Human Services where he oversaw operations of Maine’s welfare programs including administration of food stamps, held direct responsibility for the state’s welfare fraud department, and maintained oversight of the audit division.
His remarks will focus on the fact that, despite claims to the contrary, welfare fraud is “alive and well.” Adolphsen identifies three key areas Congress should address to better combat food stamp fraud:
- Program integrity: Regulations and administrative processes conflict with the intent and goals of the program
- Eligibility fraud: Households become eligible when they should not and stay eligible for longer than they should
- Trafficking fraud: Recipients, retailers, and drug dealers conspire to traffic food stamp benefits
